Abstract
<b>Introduction:</b> The outbreak of armed conflict across the eastern border of the European Union in 2022 in the immediate vicinity of Poland has exposed years of neglect in the development of the health care system, particularly in the area between the Vistula and Bug lines. <br><br><b>Aim:</b> The article set as its goal the presentation of current problems related to the health care of the population and refugees in the context of future security threats, discussed the most common organ injuries of the population associated with the state of conflict on the example of Ukraine, and analyzed the Emergency Medical System in the eastern provinces. <br><br><b>Material and method:</b> Due to the interdisciplinary nature of the article, mixed research methods were used. <br><br><b>Results:</b> The discussion included the lack of harmonization of the activities of government departments at the national and provincial levels in the context of the issues discussed. In conclusion, the main threats to the EMS resulting not only from the current state of legislation but also from the lack of comprehensive institutional solutions were identified. <br><br><b>Conclusions:</b> On the one hand, the article is an important contribution to the reorganization of the EMS system; on the otherhand, it indicates the need for profound changes in legislation at the statutory level and the need to develop legal norms toprotect the population in the event of an armed conflict.
